Providing Public Comment During the Meeting
Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting. If a Councilmember is participating remotely under the provisions of Assembly Bill 2449, members of the public will be allowed to provide public comment through Zoom.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.
11. CONSENT CALENDAR
Consent Calendar items are viewed as routine in nature or require little or no further discussion by the Council, public or applicant, and will be acted upon through a single motion.
11.1 Approval of Minutes
Approve the Town Council special meeting minutes of June 3, 2025, and the regular meeting minutes of June 4, 2025.
11.2 Ratify Check Register No. 632
Ratify check numbers 102293 through and including 102612 and 259130 through and including 25940 (payroll).
11.3 Los Amigos Shallow ASR Water Supply Wells Installation and Testing - Drilling Services Agreement
Approve a Major Construction Services Agreement with the driller, Park Water Resources, LLC, to drill, install and develop two new municipal wells, as part of the Los Amigos Shallow ASR Water Supply Wells Installation and Testing Project in an amount not to exceed $853,585 and authorize the Town Manager to execute said agreement and approve any required construction change orders up to the authorized project budget contingency of 20 percent, on behalf of the Town.
11.4 Cancellation of the July 2, 2025, Regular Town Council Meeting
Cancel the regular meeting of the Town Council scheduled for July 2, 2025.
11.5 Agreement with Granicus, LLC for Agenda, Minutes and Videos Management Services
Approve a Professional Services Agreement with Granicus, LLC., for management services of hardware and support for public meeting agendas, minutes and videos online for an amount not to exceed $121,130 and authorize the Town Manager to execute said agreement and approve contract documentation and amendments up to the authorized budget and scope of work on behalf of the Town.
11.6 Professional Services Agreement with RSA+ for Engineering Services for the Storm Drain Projects at Conde Lane and Jensen Lane
Approve Professional Services Agreement with RSA+ for design of the Storm Drain Projects at Conde Lane and Jensen Lane in an amount not to exceed $183,675 and authorize the Town Manager to execute said agreement and amendments up to 20 percent of the original agreement amount.
11.7 Award Construction Contract to FBD Vanguard Construction, Inc. for the Windsor Road Sidewalk Gap Closure at 8886 Windsor Road Project
Approve the plans and specifications and award the construction contract to FBD Vanguard Construction, Inc., in the amount of $122,317 for the construction of the Windsor Road Sidewalk Gap Closure at 8886 Windsor Road Project and authorize the Town Manager to execute the construction contract and any required construction change orders up to the authorized project budget on behalf of the Town.
11.8 Amendment No. 6 to Professional Services Agreement with SAFEbuilt, LLC for Consultant Services to the Town of Windsor
Approve Amendment No. 6 to Professional Services Agreement with SAFEbuilt (the Consultant) for Plan Review, Building Official and Inspection services for a budget augment of $250,000, bringing the total not-to-exceed amount to $350,000 and authorize the Town Manager to execute said agreement amendment on behalf of the Town.
11.9 Amendment No. 4 to Professional Services Agreement with the Law Offices of Robert A. Smith for Code Enforcement Services
Approve Amendment No. 4 to Professional Services Agreement with the Law Offices of Robert A. Smith (the Consultant) for Code Enforcement Services to increase the not-to-exceed amount by $120,000, to extend the term of the contract to June 30, 2026, and authorize the Town Manager to execute said agreement on behalf of the Town.
11.10 Approval of Agreement with Sonoma County Community Development Commission for Management of the Mobile Home Rent Stabilization Ordinance
Approve agreement with Sonoma County Community Development Commission for Management of the Mobile Home Rent Stabilization Ordinance and authorize the Town Manager to execute said agreement on behalf of the Town.

12.1 Presentation on the Town’s Job Vacancies, Recruitment and Retention Efforts, Pursuant to Government Code Section 3502.3
Receive and file the presentation on the Town of Windsor’s job vacancies, recruitment and retention efforts, pursuant to Government Code Section 3502.3.
12.2 Urgency Ordinance – Moratorium on Personal Storage Facilities
Adopt an urgency ordinance, by title only, making findings and establishing a town-wide moratorium on and prohibiting the issuance of permits and entitlements for the establishment, expansion, or relocation of personal storage facilities to become effective immediately.
12.3 Appeal of Planning Commission's Approval of the Quail Acres Project
Adopt a resolution denying the appeals and upholding Planning Commission's approval of a 301-Lot Tentative Subdivision Map and Affordable Housing Waivers for the Quail Acres Project, Reservation of Growth Control Allocations and adopting a mitigation and monitoring and reporting program.

13.1 Adoption of the 2025-27 Operating Budget, 2025-30 Capital Improvement Program, Appropriations Limit for Fiscal Year 2025-26, and Authorized Position and Salary Schedules for Fiscal Year 2025-26
- Adopt a resolution acting for the Town of Windsor and on behalf of the Town of Windsor Water District adopting the budgets for Fiscal Years 2025-26 and 2026-27.
- Adopt a resolution adopting the Capital Improvement Program for FY2025-2030.
- Adopt a resolution adopting the appropriations limit for Fiscal Year 2025-26.
- Adopt a resolution ratifying authorized positions and salary schedules, abolishing previously adopted salary schedules.
